SUMMARY



Synopsis of Bill



Senate Joint Memorial 5 resolves the governor and DOH develop a plan for the establishment in southern NM of a secure residential mental health center for long- an short-term court-ordered treatment; and that the plan and funding be presented to the 2nd Session, 45th Legislature.



FISCAL IMPLICATIONS



The current FY01 operating budget for the Las Vegas Medical Center mental health facility is $14,007.0; or $3,024.6 in general fund, $9,551.9 in operating transfers (Medicaid, etc.), and $1,430.5 in other revenue (permanent fund, Medicare, etc.).



DOH's Sequoyah Adolescent Residential Treatment Facility in Albuquerque has a FY01 operating budget of $5,651.2.



UNM Health Sciences Center also receives funding to treat clients with mental illness.



The planning, development and construction of a new facility would also incur a substantial appropriation of capital funds.



TECHNICAL ISSUES



The memorial does not indicate if the facility would be for both adults and adolescents.
