Synopsis of Bill



SJR 11 proposes an amendment to Article XII, Section 6 of the Constitution of New Mexico to provide for an appointed Secretary of Public Education and a gubernatorial appointed advisory state board of education.



Significant Issues



SJR 11, if enacted by the voters, will create a Public Education Department within the executive department and providers that the Governor shall appoint, with consent of the Senate, a Secretary of Public Education. The State Board of Education will cease to exist and the terms of all State Board of Education members will expire on December 31 of the year the amendment is adopted.



FISCAL IMPLICATIONS



SJR 11 does not contain an appropriation.









ADMINISTRATIVE IMPLICATIONS



The SDE indicates that if SJR 11 is adopted by the voters it would result in reorganization and restructuring of the Public Education Department and the state's system of public education on a periodic basis in accordance with the political and administrative philosophies of an incumbent governor.
