INTRODUCED BY

A JOINT MEMORIAL

REQUESTING THE PROPERTY CONTROL DIVISION OF THE GENERAL SERVICES DEPARTMENT TO ASSESS THE FEASIBILITY OF MAKING STATE SURPLUS PROPERTY AVAILABLE TO SUPPORT THE LOCAL FILM INDUSTRY.

WHEREAS, the film industry brings millions of dollars in economic development to the state each year with high-paying jobs and no environmental impact or demand for limited resources such as water; and

WHEREAS, New Mexico has the business and production climate necessary to enable growth in its own local film and multimedia industry; and

WHEREAS, New Mexico's homegrown film and multimedia industry is currently small but has great growth potential; and

WHEREAS, the New Mexico film and multimedia industry needs space for production activities such as set preparation, storage, costume-making, office operations, sound recording and filming; and

WHEREAS, business incubators have supported the development of other kinds of private sector enterprises, and New Mexico's film and multimedia could likewise benefit from access to inexpensive production space;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the property control division of the general services department be requested to cooperate with the New Mexico film division of the economic development department to assess the feasibility of making state surplus property available as incubator space for the local film and multimedia industry; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of general services and the secretary of economic development.
