A RESOLUTION

AMENDING THE HOUSE RULES TO PROVIDE FOR THE APPOINTMENT OF COMMITTEES BY THE MAJORITY FLOOR LEADER AND THE MINORITY FLOOR LEADER.



WHEREAS, the house of representatives may amend its rules by a majority vote of the members present upon the recommendation of the rules and order of business committee;

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the house rules be amended as follows:

House Rule 3-1 is adopted to read:

"3-1 The floor leaders and whips shall be those persons duly elected by the respective party caucuses of the two political parties having the most members in the house and so certified to the house. All such party leaders shall serve at the pleasure of their respective party caucuses."

House Rule 4-6 is amended to read:

"4-6 The speaker shall have all other powers and privileges which are possessed by the speaker of the house of representatives of the present United States congress except the power to appoint members to committees."

House Rule 9-1 is amended to read:

"9-1 The [speaker] majority floor leader and the minority floor leader shall appoint members from their respective caucuses to all committees created by the house except those where the members are designated in the motion creating them, and all appointments shall be announced in open session and made a matter of record in the journal."
