AN ACT

MAKING AN APPROPRIATION TO PROVIDE FOR A STATEWIDE HOME VISITING PROGRAM FOR AT-RISK PREGNANT WOMEN, INFANTS AND CHILDREN; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Two million dollars ($2,000,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2002 and 2003 for the purpose of establishing a statewide voluntary home visiting program for at-risk pregnant women, infants and children. The program shall include health and nutrition screening and education, developmental evaluation and testing, family assessment and primary prevention efforts. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
