SENATE JOINT MEMORIAL 18



has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 2, strike lines 9 through 12 and insert in lieu thereof:



"WHEREAS, the state of New Mexico's commercial building energy code is not in compliance with federal building energy policy standards; and



WHEREAS, although new homes in our state have been built using the New Mexico Energy Conservation Code Application Manual for residential buildings since 1993 and that code is a more flexible and conserving code than current federal requirements, many older homes in New Mexico have not been updated with readily available energy savings components; and".



2. On page 2, strike lines 16 through 18 and insert in lieu thereof:



"WHEREAS, beneficial construction cost tradeoffs can result from improving building envelope performance, thereby allowing the downsizing of mechanical equipment; and".,



and thence referred to the PUBLIC AFFAIRS COMMITTEE.
