REQUESTED BY John A. Heaton

FOR DESIGNING, CONSTRUCTING, LANDSCAPING AND FURNISHING A NATIONAL CAVE AND KARST RESEARCH INSTITUTE BUILDING IN CARLSBAD IN EDDY COUNTY, CONTINGENT ON AN EQUAL MATCH FROM THE UNITED STATES DEPARTMENT OF THE INTERIOR.

I request that the following capital outlay project be funded:

• to the local government division of the department of finance and administration

two million dollars ($2,000,000) to design, construct, landscape and furnish a national cave and karst research institute building in Carlsbad in Eddy county, contingent on an equal match from the United States department of the interior.
