FOR CAPITAL IMPROVEMENTS TO THE WATER SYSTEM OF THE COTTONWOOD RURAL WATER COOPERATIVE IN ARTESIA IN EDDY COUNTY.

I request that the following capital outlay project be funded:

• to the department of environment

one million one hundred thirty-eight thousand eight hundred eighty-seven dollars ($1,138,887) to make improvements, including replacement of water lines, to the water system of the Cottonwood rural water cooperative in Artesia in Eddy county.
