SUMMARY

 

     Synopsis of Bill

 

House Bill 83 appropriates $90.0 from the general fund to the State Highway and Transportation Department for the purpose of providing public transportation services in Grant County.

 

     Significant Issues

 

Grant County has an existing memorandum of agreement in effect since FY01 with SHTD, Public Transportation Programs Bureau to provide transportation services through federal Department of Transportation Section 5311 funding.  The federal funding allocation for FY03 is $186.7, however, Grant County must provide a $90.0 local match to obtain this funding.  Grant County is experiencing severe financial problems due to a recession in the local economy caused by extractive industry mine closures and cannot fund the local match needed for this transportation grant.   If the county cannot fund the match, transportation services will be severely impacted in fiscal year 2003.  This appropriation is intended to provide temporary financial assistance to Grant County until they can identify an alternate local funding source for future year transportation system funding.

 


FISCAL IMPLICATIONS

 

The appropriation of $90.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

House Bill 83 relates to Senate Bill 159 which provides a general fund appropriation to match federal funds for rural transportation systems in Grant, Luna and Hidalgo counties.
