SUMMARY

Synopsis of Bill

House Bill 179 appropriates $1,000.0 from the general fund to CYFD for the purpose of providing or contracting for various services and programs for families in need of services statewide. The bill contains an emergency clause.

Significant Issues

The bill is not clear with regard to the type of services that may be funded with this appropriation. The bill may wish to identify specific programs/services funded through this appropriation.

FISCAL IMPLICATIONS

The appropriation of $1,000.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY 03 shall revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

CYFD will be required to develop and monitor contract services.

TECHNICAL ISSUES

As per “significant issues” above the bill can be amended to fund community-based services under the Prevention and Intervention Division. These behavioral health services are available statewide and include intensive outpatient programs, wrap-around, mentor and mediation and family-based prevention services.

OTHER SUBSTANTIVE ISSUES

HPC points out the need for this appropriation by stating that:

• The 2000 census indicates that approximately 19% of all New Mexicans and 28% of all New Mexico children lived below the poverty threshold.
• The Bureau of Business and Economic Research, New Mexico’s reports that per capita income was $22,203, 25% lower than the national per capita income.
