SUMMARY

 

     Synopsis of Bill

 

House Bill 183 appropriates $50.0 from the General Fund to the AOA for the purpose of supporting a program offering personal care, home management, transportation, household maintenance, case management and advocacy services to elderly and disabled low-income persons at risk of institutionalization, abuse, neglect or exploitation in the South Valley of Bernalillo County.

                             

 HB 183 has an emergency clause.

 

     Significant Issues

 

The AOA notes that demographic trends indicate increasing numbers of frail elderly requiring in-home and related services. People prefer to remain at home and out of institutions, and HB 183 will help achieve that goal.

 

When at all possible the elderly population is best served in their homes and communities.  HB 183 provides funds to improve the system and continuum of care for this population. 

 

 

 

FISCAL IMPLICATIONS

 

The appropriation of $50.0 contained in this bill is a recurring expense to the General Fund. Any unexpended or unencumbered balance remaining at the end of FY2003 shall revert to the General Fund

 

ADMINISTRATIVE IMPLICATIONS

 

The DOH states that currently the services covered in HB 183 are funded in the Human Services Department and the Children Youth and Families Department. The AOA does not typically provide direct services. This funding should be directed to either CYFD or HSD who has the experience and infrastructure to provide these services.
