SUMMARY

Synopsis of Bill

House Bill 184 appropriates $30.0 from the general fund to CYFD for the purpose of contracting to provide to students after-school learning services that include a tutorial and achievement component in Bernalillo County.

Significant Issues

SDE states that a study indicates that quality adult supervision and activities are as important as family income and parents' education in determining a child's academic success. SDE administers a program to Temporary Assistance to Needy Families (TANF) qualified families administered by licensed teachers and principals. The bill does not identify a target population and it is difficult to envision a new program being developed with the limited funding

CYFD currently spends $200.0 for contractual services to provide tutorial services for at-risk youth in Bernalillo County. In addition, a number of before and after school programs, for students up to

the age of 12, are funded for eligible families through vouchers from CYFD for developmentally appropriate activities that are both educational and recreational. Statewide, over 7,000 children benefit from these programs through these vouchers.

FISCAL IMPLICATIONS

The appropriation of $30.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY 03 shall revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

The bill states that CYFD would contract for these services requiring contract administration from within CYFD’s existing resources.

RELATIONSHIP

Relates to HB 142, which appropriates $20.0 to CYFD to provide out-of-school programs for at-risk children in Colfax county.

TECHNICAL ISSUES

To take advantage of an existing program, the appropriation could be included with the SDE New Mexico Works/TANF School Age Program.
