SUMMARY

 

     Synopsis of Bill

 

House Bill 197 appropriates $220.0 from the general fund to the Board of Regents of the University of New Mexico for expenditure in FY2003 for incremental expansion of the manufacturing training and technology center clean room.

 

     Significant Issues

 

The CHE reports that the UNM Board of Regents requested $220,000 for phase 1 operation of the Manufacturing Training and Technology Center in its FY2003 Legislative Request to the CHE.

However, the CHE did not recommend the funding in its FY2003 funding recommendations because of limitations on the state’s resources resulting from the national economic downturn.

 

FISCAL IMPLICATIONS

 

The appropriation of $220.0 contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of FY2003shall revert to the general fund.

 

According to the CHE, the $220,000 funding is an expansion from the current base of $501,900 for a total of $721,900 in General Fund support.  The expansion funding would support an additional 1.0 FTE, though the bulk of the expenditures ($176,600) are expected to be in supplies and expenses necessary to completing the clean room of the facility.
