SUMMARY

 

     Synopsis of Bill

 

House Bill 203 appropriates $150.0 in FY02 and FY03 from the general fund to DDPC for the following:

 

 

 

     Significant Issues

 

DDPC currently operates an information call center for New Mexicans with disabilities per its statutory mandate.

 

The bill appears to be proposing a broad information and referral system for people dialing “211” in order to access human services information.  Information would be compiled from the Human Services Department, Department of Labor, Department of Education, Department of Health, State Agency on Aging, Governors’ Committee on the concerns of the Handicapped, Children, Youth and Families Department, Department of Public Safety, Information Technology Management Office, Public Regulation Commission, Economic Development Department and locales around the state.

 

DDPC reports the “211” information and referral system would provide information to tourists, information on employment programs and other economic development  and human services resources.

 

FISCAL IMPLICATIONS

 

The appropriation of $150.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY03 shall revert to the general fund.

 

DDPC indicates that it may be possible to receive $1 million in federal FCC funds for the purposes of this bill.

 

ADMINISTRATIVE IMPLICATIONS

 

DDPC would require an appropriation for additional staffing and resources to carry out the provisions of the bill.  DDPC currently has a budget of $778.2 and 7.5 FTE.
