SUMMARY

 

     Synopsis of Bill

 

House Bill 309 appropriates $300,000 from the General Fund to the San Juan College (SJC) Board of Trustees in FY2003 to implement an oil and gas field training program, including certification and training for well, pipeline and drilling technicians

 

     Significant Issues

 

The SJC Board of Trustees requested $350,000 for oil and the Commission on Higher Education (CHE) reviewed gas field training program in their Legislative Request, and the request was reviewed by the CHE.  The CHE does not consider Instruction & General programs as a component of the Special Projects funding, to which this request was directed.  The Commission did not recommend the program for funding.  

 

FISCAL IMPLICATIONS

 

The appropriation of $300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY2003 shall not revert to the general fund.
