SUMMARY

     Synopsis of Bill

House Bill 316 appropriates $119,200.0 to the State Department of Education to provide a eight percent salary increase for all public school employees, including certified, noncertified and transportation employees.

FISCAL IMPLICATIONS

SDE projects that an eight percent salary increase would cost $119,625.8.  An additional $425.0 would be needed to fully cover the proposed salary increase.  The appropriation would be recurring.

RELATIONSHIP

House Bill 316 relates to Senate Bill 239. They both provide a salary increase for public school employees; however, HB316 proposes an eight percent and SB 239 proposes a seven percent increase.

OTHER SUBSTANTIVE ISSUES

The Legislative and Executive recommendations for FY03 do not contain compensation increases for public school and public employees.
