SUMMARY

 

House Bill 326 appropriates $10.0 from the general fund to the Local Government Division of the Department of Finance and Administration to train and equip a snowmobile search and rescue team in Rio Arriba County.

 

FISCAL IMPLICATIONS

 

The appropriation of $10.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

 

OTHER SUBSTANTIVE ISSUES

 

According to the New Mexico Department of Public Safety (NMDPS), the State Police Division of the NMDPS oversees all search and rescue missions per statute and maintains a resource list to

 

support the missions.  This bill does not address the question of who has the responsibility to ensure the Rio Arriba County snowmobile search and rescue team will maintain the equipment and make it available when the equipment is specifically intended for the Rio Arriba County snowmobile search and rescue team.

 

POSSIBLE QUESTIONS

 

1.     In a normal year how many search and rescue operations require the use of snowmobile equipment in Rio Arriba County?

2.     Will this snowmobile team be made available to other counties as well?

3.     Does the New Mexico State Police have a snowmobile search and rescue team in Rio Arriba County?
