SUMMARY

 

     Synopsis of Bill

 

House Bill 330 appropriates $160.0 from the general fund to DOH for the purpose of contracting for 24 hour-a-day staffing capability at the Albuquerque homeless youth drop-in center.

 

     Significant Issues

 

DOH reports the Albuquerque Youth in Transition center (YIT) plans to remain a drop-in center and has no intention of serving as an overnight shelter.

 

FISCAL IMPLICATIONS

 

The appropriation of $160.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY03 shall revert to the general fund.

 

 

 

ADMINISTRATIVE IMPLICATIONS

 

DOH questions whether the funding is sufficient in the bill to include liability insurance for both the property and anyone hurt or injured at the center.

 

TECHNICAL ISSUES

 

DOH reports the bill fails to define the age of youth that would be served by this homeless youth drop in-center, raising issues for both the Department of Education and the Children, Youth and Families Department with respect to services for youth.

 

Another issue regards local zoning issues concerning the geographical placement of a youth drop-in center as described in the bill.
