SUMMARY

House Bill 338 appropriates $300.0 from the general fund to Local Government Division of the Department of Finance and Administration for the purpose of implementing a water conservation and water use efficiency program for the City of Santa Fe.

FISCAL IMPLICATIONS

The appropriation of $300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

OTHER SUBSTANTIVE ISSUES

In July of 2001, the City of Santa Fe adopted new landscape ordinances to conserve water.  In November 2001, the City adopted another water conservation ordinance that requires all commercial and governmental buildings to retrofit their plumbing fixtures with low flow devices.  The City is

taking an aggressive approach to improving water use efficiency.  However, no information has been provided with regards to how the requested $300,000 dollars will be spent.

POSSIBLE QUESTIONS

Why is the City of Santa Fe requesting State assistance to implement a water conservation and water use efficiency program?
