SUMMARY

 

     Synopsis of Bill

 

House Bill 351 enacts a new section of Chapter 21, Article 1, to establish statutory rights for students attending post-secondary educational institutions.

 

     Significant Issues

 

This bill proposes basic rights for students as follows:

 

¨     Right to work diligently toward graduation and not be kept from graduation in a timely manner because an institution fails to provide a scheduled class;

¨     The student governing body for each institution must consent to the use of student fees;

¨     Students must be provided with adequate notice of all meetings concerning policies at an institution;

¨     Students must be represented on all institutional committees that impact policies; and

¨     An institution shall not discriminate against students based on race, ethnicity, gender, religion, age or sexual orientation.

 

 

 

FISCAL IMPLICATIONS

 

According to CHE, costs to post-secondary institutions to implement this bill are indeterminate.

 

OTHER SUBSTANTIVE ISSUES

 

CHE indicates that each institution publishes a catalog that outlines the rights and responsibilities of both the institution and student.
