SUMMARY

     Synopsis of Bill

House Joint Memorial 3 requests the Legislative Education Study Committee to consider the requirements for and oversee the establishment of a new licensure for bilingual speech-language pathologists and audiologists.

     Significant Issues

The joint memorial requests that LESC also develop licensure criteria and develop a cost analysis to establish appropriate training programs in state colleges and universities.

According to SDE, the educational needs of culturally and linguistically diverse students with speech, language and hearing disorders are currently being served by speech-language pathologists and audiologists who may not be bilingual.

The intent of HJM 3 is to increase the educational success of culturally and linguistically diverse students with certain communication disorders by increasing the licensure requirements for their therapists.
