SUMMARY

 

     Synopsis of Bill

 

House Joint Memorial 11 requests the Commission on Higher Education and the State Board of Education to establish a preschool through post-secondary education advisory council to develop a plan for an integrated preschool through post-secondary education system and a data system that provides information to follow and assess student progress in achieving identified goals.

 

     Significant Issues

 

This bill request that CHE and SDE continue coordination begun with a three-year federal grant for teacher quality enhancement, and that the Teacher Education Accountability Council be recognized as New Mexico’s preschool through post-secondary education advisory council.  The council would provide guidance in the creation of an aligned policy between public schools and higher education thereby ensuring students completing high school would be better prepared to succeed in post-secondary education and the work place.

 

 

According to SDE, this legislation supports the State Board of Education’s Strategic Goal:  Accountability 3.3 that all students will leave the state’s school system with the tools necessary to succeed in higher education and the work place.

 

FISCAL IMPLICATIONS

 

HJM 11 has no fiscal impact. However, SDE and CHE may incur expenses related to continuing the advisory’s activities, e.g., mileage and per diem for members representing the public.

 

ADMINISTRATIVE IMPLICATIONS

 

SDE and CHE are currently performing this function.
