SUMMARY

 

     Synopsis of Bill

 

House Joint Memorial 16 requests that municipalities and counties avoid over-regulation of amateur radio operators.  This bill also recognizes the contributions of radio operators to technical progress in electronics and for their emergency radio communications in times of disaster.

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

 

Senate Bill 425 establishes the New Mexico Legislatures opinion, in relation to municipalities and counties, on the accommodation of amateur radio service communications by allowing antenna structures within in reason.  This bill uses the “should” and establishes no statutory requirements.

 

TECHNICAL ISSUES

 

It is recommended that the words “reasonable accommodation” and “overregulation” be defined.
