SUMMARY

 

     Synopsis of Bill

 

House Joint Memorial 17 requests that the Oil Conservation Division (OCD) of the Energy, Minerals and Natural Resources Department, the Environment Department and the federal Bureau of Land Management cooperate to develop a coordinated permit process for oil and gas activities.

 

     Significant Issues

 

According to the OCD, it currently has an agreement in place with BLM to streamline the permitting processes for a number of the activities it permits such as applications for permit to drill,  construction of compression stations, rights-of-way for pipelines, salt water disposal wells, injection wells, gas processing plants, etc. It appears that the Department of Environment may be the agency that is not working with OCD or BLM. Unfortunately, the Department of Environment did not respond to a request to provide an analysis of this memorial.

 

FISCAL IMPLICATIONS

 

HJM 17 does not carry an appropriation and is not expected to have any fiscal impact on the state agencies involved.

 

ADMINISTRATIVE IMPLICATIONS

 

The state agencies may have to revise their regulations to conform to cooperative agreements they may develop to accomplish this goals described in this memorial.
