SUMMARY

House Joint Memorial 72 requests that a study of the feasibility of establishing a special taxing district for the Albuquerque metropolitan area be conducted, by the Middle Rio Grande Council of Governments.  No appropriation is made for this study.

FISCAL IMPLICATIONS

No appropriation is made for this study.

OTHER SUBSTANTIVE ISSUES

Other metropolitan areas such as Denver, Salt Lake City, St. Louis and Pittsburgh have all implemented similar taxes to support cultural organizations and improve a certain quality of life.

POSSIBLE QUESTIONS

  1. Would a tax in support of cultural organizations be contingent upon voter approval?
  2. Would a tax in support of cultural organizations specify what type of art or cultural organizations it would support?
  3. What is the current financial condition of cultural organizations?
  4. Why is this study to only look at the Albuquerque metropolitan area and not the whole state?
