SUMMARY

 

     Synopsis of Bill

 

House Joint Memorial 85 recognizes the contributions of the Northern Area Local Workforce Development Board, all Local Workforce Development Board members, Youth Council members and all partnering state agencies.  The joint memorial also designates February 7 as “Workforce Development Day” at the Legislature.

 

     Significant Issues

 

The Workforce Investment Act of 1998 (WIA) was a Congressional initiative to reform the workforce development system throughout the country, replacing the Job Training Partnership Act of 1982 (JTPA).  WIA focuses on streamlining services through a One-Stop Center system, where services are provided to both employees and the employers.  In addition, WIA provides for greater local control with Local Workforce Development Boards and Local Chief Elected Officials.  New Mexico has four local workforce development boards and youth councils.

 

FISCAL IMPLICATIONS

 

There is no appropriation or significant fiscal implication associated with this joint memorial.
