     Synopsis of HVEC Amendment

 

The House Voters and Elections Committee amendment to House Joint Resolution 8 adds a new subsection to define “similar work” and “federal law.”

     Synopsis of Original Bill

 

House Joint Resolution 8 proposes an amendment to the Constitution of New Mexico to require that the state minimum wage be at least equal to the minimum wage established by federal law.

 

     Significant Issues

 

Currently, the state minimum wage is $4.25 per hour.  The federal minimum wage was increased in 1997 to $5.15 per hour.  The joint memorial would increase the state minimum wage to the level of the federal minimum wage and any increases of the federal standard would also constitute increases to the state minimum wage.

 

FISCAL IMPLICATIONS

 

The joint memeorial contains no appropriation.  The Secretary of State indicates that there is an approximate cost of $30.0 associated with the printing and advertising of each constitutional amendment.  There is a special appropriation in the proposed General Appropriation Act of 2002 that contains funding for approved constitutional amendments.
