SUMMARY

Synopsis of Bill

Senate Bill 132 appropriates $200.0 from the general fund to the New Mexico Office of Indian Affairs for expenditure in fiscal year 2003 to assist in paying for expenses associated with the Gathering of Nations Powwow in Albuquerque to support economic development and tourism in New Mexico.

Significant Issues

The New Mexico Office of Indian Affairs would be the lead agency under this legislation. The Department of Tourism provides marketing and promotional assistance to organizations through the Department’s cooperative advertising program. The Department does not provide operational assistance.

This event is a significant Tourist Attraction to the City of Albuquerque and New Mexico. This is one of the two largest Indian Gatherings in the United States. Over 3000 Native Indian (indigenous) dancers and singers representing more than 500 Tribes from Canada and the United States, come to

Albuquerque, New Mexico annually to participate socially and competitively. Also, over 800 artist crafters, and traders will place their wares on display and for sale. The Powwow is the forum for selection of Miss Indian World.

The Economic Development Department indicates that the enactment of this bill will support Economic Development and Tourism in New Mexico.

FISCAL IMPLICATIONS

The appropriation of $200.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY 03 shall revert to the general fund.

There is no appropriation to the Department of Tourism; therefore all associated costs would have to be absorbed within the existing Department budget.

ADMINISTRATIVE IMPLICATIONS

The NM Department of Tourism indicates that no additional FTEs would be required. Existing program resources from the Indian Tourism program would have to be diverted if the Department is requested to assist outside of its Cooperative Advertising program.
