SUMMARY

 

     Synopsis of Bill

 

Senate Bill 308 appropriates $750.0 from the TANF federal funds to the Board of Regents of New Mexico State University for the cooperative extension service.  The appropriation is to develop and implement programs that increase the marriage rate and strengthen fatherhood, parenting and family formation.

 

     Significant Issues

 

FISCAL IMPLICATIONS

 

The appropriation of $750.0 contained in this bill is a recurring expense to the TANF federal funds. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the TANF federal funds.

 

ADMINISTRATIVE IMPLICATIONS

 

Program monitoring and standardized reporting procedures will need to be developed to assess program and funding effectiveness.

 

 

OTHER SUBSTANTIVE ISSUES

 

HSD is the designated single state agency responsible for the proper utilization, reporting and outcomes of TANF programs.  Also, only HSD is authorized to draw the federal TANF funds.  Making a direct appropriation of TANF funds to New Mexico State rather than through HSD may introduce program-management complications
