SUMMARY

 

     Synopsis of Bill

 

Senate Bill 317 appropriates $10.0 from the general fund to CD to provide for wardrobe and appearance services for persons exiting the corrections system.

 

     Significant Issues

 

CD reports if the wardrobe and appearance services funded by the bill resulted in a higher number of offenders obtaining meaningful jobs than would otherwise be the case, and if those jobs resulted in a lower recidivism rate, the bill could ultimately result in a slightly smaller prison population, and probation and parole caseloads.

 

It is unclear whether the bill would require CD to actually provide clothing to persons exiting the system, or simply provide counseling and training regarding appropriate attire, or both.

 

 

 

FISCAL IMPLICATIONS

 

The appropriation of $10.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of  fiscal year 2003 shall revert to the general fund.

 

CD reports the bill could possibly result in a minor decrease in costs to the department if these wardrobe and appearance services resulted in the employment of such persons who might otherwise not obtain a job; and, in turn, the employment of these persons resulted in a lower recidivism rate.

 

ADMINISTRATIVE IMPLICATIONS

 

The bill would result in a minor increase in the administrative burden upon CD.

 

TECHNICAL ISSUES

 

CD suggests on page 1, line 18, the bill should perhaps clarify whether the phrase “wardrobe and appearance services” is intended to mean only counseling services or if it is intended to include the actual provision of clothing.
