SUMMARY
Synopsis
of Bill
Senate Bill 368
appropriates $200.0 from the general fund to the Commission on Higher Education
for expenditure in FY2003 to contract with Baylor University to train dentists
to work in New Mexico.
Significant
Issues
New Mexico is a participating member of the Western Interstate Commission of Higher Education (WICHE). This consortium of fifteen member states collaborate to expand access in selected out-of-state professional programs not offered in the home state. According to CHE, students participating in the WICHE program pay in-state tuition and the member states pays a support fee to offset the difference between in-state and out-of-state tuition. As a condition of participating in the program, the student must return to New Mexico, upon degree completion, to practice in their licensed/chosen field for up to three years, depending on the loan terms.
Texas is not a member of WICHE, and agreements
must be worked out on an individualized contractual basis.
FISCAL IMPLICATIONS
The appropriation of
$200.0 contained in this bill is a recurring expense to the general. Any unexpended
or unencumbered balance remaining at the end of FY2003 shall revert to the
general fund.
CHE reports that staff time will be required for administration and implementation of the Baylor contract. As this will not be a part of the WICHE program, CHE staff will be responsible for certifying eligible students' and administering the provisions of the contract.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
SB 368 relates to the General Appropriation Act,
which contains the appropriation for the CHE.
CHE recommends the appropriation be
non-reverting instead of reverting.
