SUMMARY

 

     Synopsis of Bill

 

Senate Bill 411 appropriates  $200.0 from the general fund to the Board of Regents of the University of New Mexico (UNM) for expenditure in FY2003 to support access to legal research by state inmates incarcerated in New Mexico correctional facilities through the UNM School of Law.

 

     Significant Issues

 

The following is provided for information purposes only.  It is not intended as commentary on the merits of the bill:

 

This proposal was not included in the budget request submitted by the UNM Board of Regents to CHE.  Consequently, CHE did not review nor recommend it.

 

FISCAL IMPLICATIONS

 

The appropriation of $300.0 contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of FY2003 shall revert to the to the general fund.

 

RELATIONSHIP

 

Senate Bill 411 relates to House Bill 2, the General Appropriation Act that includes the appropriation for UNM.
