SUMMARY

     Synopsis of Bill

Senate Joint Memorial 1 requests the Legislative Council to continue the Judicial System Study Committee.

     Significant Issues

The Legislative Council established the Judicial System Study Committee during the 2001 interim whereby it gathered basic information about the judicial system.  The joint memorial notes that (1) the Legislature has not studied the judiciary system for over 30 years, (2) the lack of concentrated review has led to a piecemeal approach to systemic problems, and (3) one critical area that needs study is the judicial retirement systems and their funding sources and actuarial soundness.

FISCAL IMPLICATIONS

If the Legislative Council continues the committee, the expenses of the committee will presumably be paid from the appropriation contained in Subsection B of Section 3 of House Bill 1, the Feed Bill.

ADMINISTRATIVE IMPLICATIONS

The work of the committee will probably be supported by staff of the Legislative Council Service.  The Administrative office of the Courts, the Administrative Office of the District Attorneys and other judicial agencies will also be required to support the work of the committee.
