SUMMARY

 

     Synopsis of Bill

 

SJM 14 requests the New Mexico Legislative Council to appoint a task force of education experts to review and recodify the Public School Code.

 

     Significant Issues

 

The memorial proposes that the Legislative Council Service (LCS) appoint a task force of education experts to identify any statutes that may impede innovation and the overarching goal of improving student achievement and to make recommendations to recodify the  Public School Code to enable the progress of public schools and the achievement of students.

 

The task force will report to the Legislature regarding its recommendations for recodifying the Public School Code prior to the 1st session of the 46th Legislature.

 

FISCAL IMPLICATIONS

 

According to SDE, recodification of the Public School Code may entail significant costs with regard to the implementation of changed requirements.

 

ADMINISTRATIVE IMPLICATIONS

 

The memorial will place additional tasks on the available FTE’s within the State Department of Education and Public school districts.

 

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

 

Senate Bill 33, House Bill 275 and HJM 8 duplicate the intent of the legislation.
