A JOINT MEMORIAL

RECOGNIZING THE CONTRIBUTIONS OF THE NORTHERN AREA LOCAL WORKFORCE DEVELOPMENT BOARD, LOCAL WORKFORCE DEVELOPMENT BOARD MEMBERS, YOUTH COUNCIL MEMBERS AND ALL PARTNERING STATE AGENCIES AND DESIGNATING FEBRUARY 7 AS "WORKFORCE DEVELOPMENT DAY" AT THE LEGISLATURE.



WHEREAS, the United States congress enacted the Workforce Investment Act of 1998 that created a workforce training system to ensure that individuals are provided training needed to qualify for jobs and successfully manage their careers; and

WHEREAS, in 1999, the New Mexico legislature passed the Workforce Development Act and created the state workforce development board, local workforce development boards and youth councils to implement the federal Workforce Investment Act of 1998 and to establish a workforce development system; and

WHEREAS, New Mexico has four local area boards covering northern, central, southwestern and eastern New Mexico; and

WHEREAS, the four local area boards have representatives from private business, organized labor, community-based organizations, educational institutions, human service providers and state agencies; and

WHEREAS, the northern area local workforce development board promotes the active role of local business in developing market-driven training designed for occupations in demand by the local economy, including one-stop career centers, job readiness training, skills development, job skills upgrading, customized training, on-the-job training, customer choice training and workforce development opportunities for persons with disabilities and youth; and

WHEREAS, the northern area local workforce development board, local workforce development board members, youth council members and all partnering state agencies have continuously worked collaboratively to successfully implement the federal Workforce Investment Act of 1998 and Workforce Development Act;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that February 7, 2002, and each February 7 thereafter, be designated as "Workforce Development Day" at the legislature in recognition of the successful work of the northern area local workforce development board, local workforce development board members, youth council members and all partnering state agencies.
