A JOINT MEMORIAL

REQUESTING THE STATE HIGHWAY COMMISSION TO INCLUDE TRAFFIC CONTROL AND DRAINAGE PROBLEMS AT THE INTERSECTION OF UNITED STATES HIGHWAY 84/285 AND NEW MEXICO HIGHWAY 30 IN THE CITY OF ESPANOLA AS A HIGH PRIORITY IN ITS FIVE-YEAR PLAN.



WHEREAS, the state highway and transportation department recognizes the need to make improvements at the intersection of United States highway 285/84 and New Mexico highway 30 in Espanola for the safety of the residents of the Espanola valley; and

WHEREAS, the state highway and transportation department has programmed five hundred thousand dollars ($500,000) for reconstruction of this intersection in its statewide transportation improvement plan; and

WHEREAS, the state highway and transportation department is scheduled to start the design and construction of the project improving the intersection within the next twelve months; and

WHEREAS, the state highway and transportation department recognizes the need for additional improvements for traffic control and improved drainage at the intersection that were omitted from the statewide transportation improvement plan; and

WHEREAS, one additional improvement needed is the realignment of a major arterial through Espanola, Railroad avenue, with New Mexico highway 30 at the United States highway 285/84 intersection; and

WHEREAS, another improvement omitted from the statewide transportation improvement plan is the replacement of the existing drainage at the intersection of United States highway 285/84 and New Mexico highway 30, so that the storm water that enters the intersection can be readily diverted from the roadway; and

WHEREAS, a final improvement omitted from the statewide transportation improvement plan is the acquisition of rights of way and easements needed to complete the improvements to this intersection;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the state highway commission be requested to provide the necessary funding for all of the needed elements of the project to improve and reconstruct the intersection of United States highway 285/84 at New Mexico highway 30, including improving storm water drainage and traffic control measures; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the chairman of the state highway commission, the secretary of highway and transportation and the district five engineer of the state highway and transportation department.
