Your FINANCE COMMITTEE, to whom has been referred



HOUSE BILL 81, as amended



has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:



1. Strike House Education Committee Amendments 1, 2 and 5.



2. On page 3, line 7, strike "up to".



3. On page 3, line 8, after "years", strike the remainder of the line, strike lines 9 through 11 in their entirety and on line 12, strike "institution".



4. On page 4, between lines 9 and 10, insert the following new subsection to read:



"F. Notwithstanding any other provision of law, the commission on higher education shall enter into cooperative agreements with the appropriate governing authorities of the Crownpoint institute of technology, Diné college and the institute of American Indian and Alaska native culture and arts development, to set tuition scholarship awards at an amount equal to the percentage awarded at:



(1) state educational institutions, not to exceed the highest tuition rate at a state educational institution as defined in Article 12, Section 11 of the constitution of New Mexico; or





(2) in the case of a two-year post-secondary educational institution, not to exceed the highest tuition rate at a community college, as defined in Section 21-13-2 NMSA 1978.".



5. Reletter the succeeding subsection accordingly.



6. On page 5, line 3, after "of" strike "a" and strike all of lines 4 through 8 up to the period and insert in lieu thereof "the Crownpoint institute of technology when it becomes accredited by the north central association-the higher learning commission, Diné college or the two-year programs at the institute of American Indian and Alaska native culture and arts development.".
