Mr. Speaker:

Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred

HOUSE BILL 199

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 11, after "COUNCIL" strike the remainder of the line, strike line 12 and insert in lieu thereof "WITHIN THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT; ENACTING THE YOUTH COUNCIL ACT.".

2. On page 1, between lines 14 and 15, insert the following new section to read:

"Section 1. SHORT TITLE.--This act may be cited as the "Youth

Council Act".".

3. Renumber the succeeding sections accordingly.

4. On page 1, line 15, strike "this act" and insert in lieu thereof "the Youth Council Act".

5. On page 1, line 18, after "governor" insert a comma and strike "and".

6. On page 1, line 19, after "governor" insert "and legislature".

7. On page 1, line 25, strike "county" and insert in lieu thereof "legislative district".

8. On page 2, line 1, after "by" strike the remainder of the line.

9. On page 2, line 3, after "counselors" insert "in consultation with the legislators from whose district the youth is being selected".

10. On page 2, line 7, after "governor" insert a comma and strike "and".

11. On page 2, line 8, after "governor" insert "and legislature".

12. On page 2, line 12, strike "December" and insert in lieu

thereof "November".

13. On page 2, between lines 12 and 13, insert the following new subsection to read:

"E. As used in the Youth Council Act, "council" means the youth council.".

14. On page 2, line 20, after "with" insert "the appropriate

legislators,".

15. On page 3, strike lines 8 through 13 in their entirety.
