AN ACT

MAKING AN APPROPRIATION TO IMPROVE STUDENT ACHIEVEMENT AND ACCOUNTABILITY IN NEW MEXICO'S EDUCATION SYSTEM THROUGH THE STRENGTHENING QUALITY IN SCHOOLS INITIATIVE BY PROVIDING PROFESSIONAL DEVELOPMENT TRAINING TO LEADERS AND EDUCATORS THROUGHOUT NEW MEXICO.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--One million five hundred thousand dollars ($1,500,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2004 to contract with a community-based organization for the strengthening quality in schools initiative to improve student achievement and system performance in New Mexico's education system by providing training and consulting to administrators, teachers, staff, students, parents, school board members, state department of public education personnel, community college partners, college of education partners and members of the community. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
