AN ACT

MAKING AN APPROPRIATION TO ESTABLISH INPATIENT MENTAL HEALTH SERVICES IN SOUTHERN NEW MEXICO; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION--MENTAL HEALTH FACILITY.--One million seven hundred thousand dollars ($1,700,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2003 and 2004 to plan, design and operate a twelve-bed psychiatric inpatient facility in southern New Mexico. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
