AN ACT

MAKING AN APPROPRIATION TO CONTINUE EXPANSION OF UNITED STATES HIGHWAY 666 TO FOUR LANES FROM NAVAJO ROUTE 9 TO SHIPROCK; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--One hundred forty-five million dollars ($145,000,000) is appropriated from the general fund to the state highway and transportation department for expenditure in fiscal years 2003 through 2006 to continue expansion of United States highway 666 to four lanes from Navajo route 9 to approximately one mile south of Navajo route 36 near Shiprock in McKinley and San Juan counties. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
