has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 11, strike "MAKING AN APPROPRIATION TO" and insert in lieu thereof "AUTHORIZING".

2. On page 1, line 12, strike "FUND" and insert in lieu thereof "MAKE EXPENDITURE OF ALREADY APPROPRIATED FUNDS FOR".

3. On page 1, line 12, after "PROGRAM", insert "IN FISCAL YEAR 2003".

4. On page 1, strike lines 17 and 18 and insert in lieu

thereof:

"Section 1. TEMPORARY PROVISION--AUTHORIZATION FOR EXPENDITURE.--The".

5. On page 1, line 19, strike "for expenditure in fiscal years" and on line 20, strike "2003 and 2004" and insert in lieu thereof "is authorized to make expenditure of funds already appropriated for fiscal year 2003".

6. On page l, line 21, following "program" insert "pursuant to a contract".

7. On page 1, line 23, strike "2004" and insert in lieu thereof "2003".
