Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 6, line 7, strike "current financial".

2. On page 6, line 20, strike "recipient" and insert in lieu

thereof "person".

3. On page 6, line 21, strike "recipient" and insert in lieu

thereof "person".

4. On page 6, line 24, strike "recipient" and insert in lieu

thereof "person".

5. On page 6, line 25, strike "recipient" and insert in lieu

thereof "person".

6. On page 7, line 3, strike "recipient" and insert in lieu

thereof "person".

7. On page 7, line 19, after "months" strike the remainder of the line and strike all of lines 20 through 25 and insert in lieu thereof ", except that a recipient may participate in the education works program for one additional academic term following the twenty-four month participation limit if doing so will result in the recipient earning a degree.".

8. On page 18, between lines 15 and 16, insert the following new subsection to read:

"B. A recipient may demonstrate good cause for failure to maintain satisfactory participation in the education works program, and must work with the department to address the barrier, in any month of participation for the following reasons:

(1) extended illness or injury of the recipient;

(2) the recipient is the primary caretaker for a special needs child or an ill or aging parent; or

(3) the recipient has been assessed to have a learning disability or a mental or physical health problem.".

9. Reletter the succeeding subsections accordingly.

10. On page 18, line 17, strike "semester" and insert in lieu thereof "academic term".

11. On page 18, line 18, strike "semester" and insert in lieu thereof "academic term".

12. On page 18, line 21, strike "semesters" and insert in lieu thereof "academic terms".

13. On page 19, line 1, after "department" insert "a change that may affect the benefit group's eligibility for or".

14. On page 19, line 2, strike "his" and insert in lieu thereof "the recipients".

15. On page 19, line 9, after "section" insert "or with the provisions of the Education Works Act".
