AN ACT

MAKING AN APPROPRIATION TO EXPAND SMALL BUSINESS SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2004 for the division of continuing education and community services to collaborate with the Barelas job opportunity center to expand services to small businesses, expand work force programs, create a statewide business certification program, expand small business mentorship programs and implement distance learning programs for businesses in rural areas of the state. The appropriation is contingent on the university of New Mexico providing matching funds, including in-kind services, equal to at least ten percent of the appropriation from sources other than the state. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
