Your FINANCE COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 7, lines 23 through 25, and page 8, lines 1 through 4, strike Section 3 and insert in lieu thereof the following new section:

"Section 3. TEMPORARY PROVISION--DEPARTMENT TO ESTABLISH A SYSTEM FOR ELECTRONIC ISSUANCE AND EXECUTION OF NONTAXABLE TRANSACTION CERTIFICATES.--Subject to the prior approval of the state's chief information officer, the taxation and revenue department shall establish a system for the electronic issuance and execution of and information retention about nontaxable transaction certificates. The system shall be completed and in operation by June 30, 2005.".
