AN ACT

MAKING APPROPRIATIONS FROM THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES BLOCK GRANT FOR PROGRAMS TO ENCOURAGE AND SUPPORT MARRIAGE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATIONS.--

A. The following amounts are appropriated from the temporary assistance for needy families block grant to the board of regents of New Mexico state university for the cooperative extension service for expenditure in fiscal year 2004 for the following purposes:

(1) five hundred thousand dollars ($500,000) to advance the family-formation goals of welfare reform to support statewide programs that teach the value of a healthy marriage and the importance of father involvement in child rearing and that provide parenting and family strengthening skills; and

(2) one hundred thousand dollars ($100,000) to develop and implement a statewide media campaign to laud the benefits of a healthy marriage.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the human services department and shall retain its character as temporary assistance for needy families block grant funding.
