AN ACT

MAKING AN APPROPRIATION TO THE DEPARTMENT OF HEALTH TO PURCHASE THE LOS AMIGOS NURSING HOME IN SANTA ROSA IN GUADALUPE COUNTY AND OPERATE A TREATMENT CENTER; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Ten million four hundred thousand dollars ($10,400,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2003 and 2004 as follows:

A. two million six hundred thousand dollars ($2,600,000) to purchase or acquire the Los Amigos nursing home in the city of Santa Rosa in Guadalupe county, title to be held for the state by the property control division of the general services department; and

B. seven million eight hundred thousand dollars ($7,800,000) to operate an inpatient, medical, detoxification and substance abuse treatment center at the facility described in Subsection A of this section.

C. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
