Madam President:

Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 14, after the semicolon insert "AUTHORIZING THE PLEDGE OF FUND DISTRIBUTIONS FOR BOND PAYMENTS;".

2. On page 2, line 12, after "Subsection" strike "F" and insert in lieu thereof "G".

3. On page 3, line 2, after "Subsection" strike "F" and insert in lieu thereof "G".

4. On page 3, between lines 13 and 14, insert a new Subsection E to read:

"E. Money distributed from the fund to municipalities and counties may be pledged for the payment of debt service on bonds, loans or other debt obligations, including loans provided by the New Mexico finance authority, to finance projects authorized by the Emergency Medical Services Fund Act. In pledging money distributed from the fund, a municipality shall comply with the procedures for authorizing revenue bonds set forth in Section 3-31-4 NMSA 1978, and a county shall comply with the procedures for authorizing revenue bonds set forth in Section 4-62-4 NMSA 1978.".

5. Reletter the succeeding subsections accordingly.

6. On page 3, line 21, strike "are the sole providers of" and insert in lieu of "provide".

7. On page 3, line 22, strike "system operations in the county" and insert in lieu thereof "services".

8. On page 3, strike line 23 up to the period and insert in lieu thereof "providing those services".,

and thence referred to the FINANCE COMMITTEE.
