FOR CAPITAL IMPROVEMENTS TO THE CARLSBAD SOIL AND WATER CONSERVATION DISTRICT BUILDING IN EDDY COUNTY.

I request that the following capital outlay project be funded:

• to the board of regents of New Mexico state university

ninety-seven thousand dollars ($97,000) to upgrade the Carlsbad soil and water conservation district building in Eddy county.
