SUMMARY

 

     Synopsis of Bill

 

House Bill 447 appropriates $99.2 from the general fund to the Secretary of State for the purpose of distributing one million voter identification cards to the county clerks to make voters aware of their individual voting districts.

 

     Significant Issues

 

The Secretary of State notes that because reapportionment for all voting districts does not happen at the same time, voter identification cards are mailed to voters incrementally, as districts are completed.

 

FISCAL IMPLICATIONS

 

The appropriation of $99.2 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY04 shall revert to the general fund.
